A Verification of Competency — VOC — is a structured process that confirms an operator can safely and competently perform a specific task or operate a specific piece of equipment, to the standard your workplace requires, at the time the verification is carried out.

It is a confirmation — carried out on a specific day, against a defined standard, by someone with the authority and knowledge to make that call.

The VOC process does not care how the operator acquired their skills. Twenty years of experience on the same machine counts. Formal training counts. A combination of both counts. What the process cares about is whether those skills are current, active, and sufficient for the task at hand.

Where a High Risk Work Licence or other formal qualification is legally required for the equipment or task in question, that requirement exists before and independently of any VOC. The operator must hold the relevant licence or qualification. The VOC then confirms that the skills behind that licence are current and active — not that the licence exists, but that it still means something.

Where no licence or formal qualification is required, the VOC stands on its own. The operator demonstrates competency against the defined standard. The record shows they were checked, by whom, and on what date.

Either way, the outcome is the same. You have evidence. When the question gets asked, you have an answer.

The verification is carried out against a defined set of competency standards for the specific equipment or task in question. Those standards are developed and owned by Halo Nation Training Pty Ltd (RTO 32485).

The process covers four areas.

• First, we establish what the operator already knows and has already done. Their history with the equipment, their relevant experience, and any formal training or credentials they hold are all taken into account.
• Second, we confirm their knowledge. A short verbal or written check covers the key safety requirements, operating procedures, and hazard awareness relevant to the specific equipment and the environment in which it is operated.
• Third, and most importantly, we watch them work. The operator demonstrates their practical skills on the actual equipment, in the actual environment, against the defined standard. This is the definitive part of the process. Knowledge without practical ability is not competency.
• Fourth, the outcome is documented. The verification is recorded, signed off by someone connected to Halo Nation Training, and a formal record is produced. That record identifies the operator, the equipment, the standard applied, the date, and the outcome.

Each operator who is verified as competent receives a dated Statement of Verification of Competency, specific to the equipment and tasks verified. They also receive an Assessment Summary and a Specialised VOC wallet card.

You, as the employer, receive a complete record of every verification carried out — who was verified, on what equipment, against what standard, by whom, and on what date. That record is auditable, defensible, and yours to keep.

If an operator is found to not yet meet the required standard, you will receive a written summary of the specific gaps identified. Gap training is available through Halo Nation Training. Once that training is complete, the verification can be carried out again.

The record you build over time is evidence that you take the question of competency seriously — and that when something goes wrong, as it eventually does on every worksite, you can show exactly what you did to make sure your operators were up to the job.
